EU Cosmetics Product Regulation

The EU Cosmetics Product Regulation (EU CPR) sets out the rules and regulations for the manufacture, labeling, and sale of cosmetic products within the European Union. The regulations aim to ensure the safety of cosmetic products for consumers while harmonizing regulations across EU member states.

Under the EU Cosmetics Regulation (EC) No 1223/2009, every cosmetic product must be notified in the Cosmetic Product Notification Portal (CPNP) before being placed on the European market.

EU Cosmetics Responsible Person

Under Regulation EC No 1223/2009,  it is legally required to have an EU Responsible Person (RP) based in the European Union to sell cosmetics in European Union.
