FDA proposes asbestos testing rules for talc in cosmetics
In response to MoCRA mandates, the FDA proposed a new rule requiring cosmetic manufacturers to test talc-containing products for asbestos using both polarized light microscopy (PLM) and transmission electron microscopy (TEM), along with EDS/SAED methods. Testing must be performed on representative samples of each batch—or manufacturers may rely on supplier-issued Certificates of Analysis (COA), subject to verification. Products failing testing or recordkeeping would be deemed adulterated. A public comment period followed the publication.
